下载 GeoIP2 库
https://dev.maxmind.com/geoip/geoip2/geolite2/
下载库需要注册账号，步骤：
提交注册申请，需要一个 Email 地址
通过 Email 接收邮件，邮件内有初始化密码链接
点开链接设置密码，完成注册
